The Federal Railroad return to duty process is designed to ensure railroad employees who have violated drug and alcohol regulations are fit to safely resume their duties under the FRA regulations. FRA compliance includes drug and alcohol testing for those performing safety-sensitive tasks. This includes train operators, conductors, maintenance-of-way employees (roadway workers), and anyone conducting mechanical tests on railroad equipment.
